Criminological Aspects of the Behaviour of Victims of Cyberattacks: Case Analysis of Hacking State Organisations Ensuring National Security

Abstract
In an era of global use of information technology in all spheres of public
life and digital delivery of all public services, the issue of protection against
cyberthreats at various levels, including government organisations, is very acute.
The purpose of this study was to examine aspects of victimological behaviour of
victims of hacker attacks in cyberspace, represented by state organisations that
ensure the national security of the country. The main methods of research were
analysis and synthesis. The result of this study is an investigation of the main
criminological aspects of the behaviour of victims of cybercrime and determining
the role of such behaviour for committing offences in the information space, case
studies of hacking of government agencies were analysed, and problematic aspects
that contribute to cyberattacks were identified.
